The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the announcement of a new 28-article proposal for ending the war appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The chain of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are conducted: hopeful statements are issued from various governments. Considerable effort is allocated on containing certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the primary tool for achieving "peace".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track rocket firings from enemy soil, a ability afforded by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to counter approaching aerial threats streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.

Moments later, Kyiv's missile defense thundered: multiple launches targeted at a hostile projectile. This was a advanced protection mechanism at work, most likely delivered by Western nations. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly becomes grim resignation: maybe the approaching threat won't cause damage this time, preventing destruction from catastrophe and another blackout.

Continuous Dangers

Following this, a automatic firearm opened up on a unmanned aircraft somewhere nearby, part of a rapid response unit – probably allied-provided weaponry. Unfortunately, the bullets missed the opposing UAV – it maintained course toward its target.

Intermittently, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, damage and heating outages in numerous residences as a result of the night's assault. As typically, everyone still went about their day – living the war. But those 24 hours encapsulated Ukraine's critical military reliance on international aid – a reliance that neighboring countries are evidently unprepared to replace in the short term.

Ineffective Peace Efforts

The detailed framework from American leadership generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.

Every new approach from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually win the battle. This trend will, no doubt, endure.

Tactical Assessments

It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. US administration functions according to a premise understood by international relations experts: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is impossible to pressure the Kremlin to surrender the land that it already controls in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, US leadership does little to prevent Kremlin actions, through words or deeds, from assuming that the situation will not shift further in its advantage in the near future.

Opposing Positions

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding lives and land but preventing a complete military breakdown until circumstances change in its favour.

Current Realities

Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are entering the equation: leadership ambitions to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unacceptable, so that their priority does not move to internal issues. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.

These two forces are influencing discussions.

Assessment and Future

It took a only one week to kill the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.

While new plans based on old ideas are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show certain reluctance to modify developments, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, primarily depend on continued Western support.
