Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Election Guidance, States Netherlands Regulator

AI assistants have been shown to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has stated, issuing warnings about a potential threat to democratic processes just eight days before national elections.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots tested by the authority “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog noted in a report published ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input exactly matches the positions of these political entities, the study indicated.

Official Warns Against Using AI Chatbots for Voting Guidance

The vice-chair of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their ideological beliefs, she emphasized.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against employing AI assistants for election recommendations, as their operation is unclear and difficult to verify.”

Voting Background and Party Dynamics

Netherlands citizens vote on 29 October in an electoral contest that will be keenly observed across the continent for the performance of the PVV.

The far-right party of Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.

All major parties have ruled out an alliance with the Freedom party, implying the party that comes second is highly probable to supply the future head of government.

Unintentional Bias Linked to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a result of the way AI chatbots operate.
